21.08.2005 The appeal to Mr. Putin, the President of the Russian Federation, with the request to save the soldier from tortures.

Realizing the all-Russia action “Save the soldier from tortures” Karelian Department of the “Youth Human Rights Group (YHRG)” invokes all the citizens to send their letters with the demand of immediate cessation of the tortures and an urgent investigation into the facts of not following the military regulations in cases of treatment to Eugeniy Vladimirovich Simonov in the commandant’s company of the military unit 2372, Kaspiysk city on the name of the president of the Russian Federation and the Chief Military Office of Public Prosecutor of RF.
The mariner of a terminal military service of the military unit 2372 “B”, Kaspiysk city, Dagestan, Eugeniy Simonov has informed us about the facts of the regular lawless actions in disregard with the military regulations in his military unit. On the 29th of July he gave an official report on not following the military regulations in his company. The officers and the commanders took a position of concealment of the crimes and charged the victim, Simonov E., of defamation. On the 29th of July mother of the soldier filed an application to the Military Office of Public Prosecutor of Kaspiysk on violation of her son’s rights. There was a under- investigatory check up made in the military unit, during this period Simonov got new physical injuries (he was beaten on the 5th of August).
The fact was to be hidden but mother insisted on the chief procurator assistant Semiletov M.U. who registered the action of proceeding to make a medical examination an to fix the fact of a crime. All the soldiers are afraid to give any testimony and prove the facts of beating. Simonov could turn into the charged from the injured. Usupov A.M., the commander of the military unit, threatens Simonov with the starting a criminal case on him for defamation.
On the 12th of August two application were submitted to the Office of Public Prosecutor of Kaspiysk: on concealment of the facts of the crime by the commander of the commandant’s company and on immediate transfer of Simonov to an other military unit.
The officers are trying to vitiate Simonov during the investigation: he constantly gets reprimands. He’s still staying in this military unit and suffering psychological pressure. The Military Office of Public Prosecutor doesn’t hasten to change anything to create acceptable conditions for serving.
This is the only case of the appeal concerning beating in the troops of the North Caucasian federal district. There was no such actions of proceeding in Dagestan before.
